An Explorative Study on Interagency Networking for Integration of the Social Welfare Services in Rural Areas

Abstract
This study is based on the assumption that interagency networking is important for promoting integration of the social welfare services in rural areas. Focus group interview was conducted with staff in charge of social welfare services in public and private sectors in order to explore their perceptions and opinions of interagency networking. The staff felt that
interagency networking was necessary, but they perceived it did not work successfully. The reasons of unsuccessful interagency networking included agency evaluation which focused on the number of clients and the unequal relationship between public and private sectors, and etc. Considering the characteristics of rural areas, the staff suggested the formation of a village-based council which consisted of a village headman, etc. The staff¡¯s approach for promoting interagency networking can be summarized in the formation of a new center for interagency networking, a community social welfare council-centered approach, single private agency-centered approach, and public-sector centered approach. Policy implications for interagency networking were discussed.
